From Aug. 5 to 7, if you come upon bar maids in silly costumes and gallons of beer flowing from taps, you haven’t stumbled on an out-of-season Oktoberfest. This is the Berlin International Beer Festival, in which Communist-era housing blocks provide the backdrop for a suds-themed party.
